Hi,
i have multiple questions to do so here they go:
1.It is possible to add energy(electrical) of a city?
2.It is possible to make a troop launch a missile?
3.It is possible to add unque troops?
and 4.It is possible to add a 'low power' advertence and keep the city in thw swadows?

1. please expand upon this... don't really undertand what you mean
2. yes, hoggy of the Blue Lotus team made there be rocket firing koreans :2thumbsup: if you mean have legionaires fire arrows or something then you need to change the model, change which animation they use and then change the EDU.txt file
3. yes... if you mean like the spartans (area specific recruitment) then yes, if you mean just making new units for each faction then yes also
4. same as 1

1 and 4.For example, i want lights in night battle.I have an idea, and it will be in a futuristic place, so buildings will need electrycity for work. Now the question is:1. Can cities have energy for the buildings? and 4. If the cities doesnt have sufficient energy, will they have an general shutdown?
3.I was refering a only troop which it can be trained only one time.

Seems like what you're planning to do is not supported by the engine. You cannot add/remove lighting in a city. Either you have them, or you don't. It's hardcoded.
About one-time build units, it's not a feature of the engine, however you can do it with a little scripting. Use a building as the trigger and this building cannot be destroyed (so it cannot be rebuilt). Once the building is done, it triggers the script which would give you this one unit.
