As the Romans, I just defeated a Rebel army near the city of Tuat in the Sahara, which consisted of 20 units of Pantodapoi. Weren't they a Diodochi unit?
EDIT: They also looked like those Goidil spearmen

I think they're a little out of place in the sahara, except the most eastern part- while they're generic peasant spearmen, they have a Hellenic name afterall. However rebels in Diadochi territories should be able to field them.
Even stranger is the fact that in my recent Epeiros campaign, Pontus fielded large numbers of Belgae Batacorii (presumably recruited from Ancrya)

Yeah I've noticed the Belgae over there too:inquisitive:
I've recruited them while I was playing as pontus. They are the only unit you can recruit from byzantion.

That might be so, and Pontus did own Byzantion for a while in my campaign, but I took it away from them eventually. They continued to use the Belgae long after that.

Pantodapoi are placeholders in some places, and the fact that it looked like a goidilic spear unit was a sharing issue. That should be fixed in 0.8, but we don't have all our sahara units done yet, so you may yet see pantadapoi in the sahara.
