Gauls in Turkey (bug?)

Each campaign I play, either the Aedui or the Averni always end up in the middle of Turkey somehow. Is this a bug (I believe they spawn there as rebels or something) or is there more to it?

I believe the Gallic cities there are coded to rebel to the Aeudi/Arverni as their culture group.
