When I hovered the mouse over the standard I saw that it is listed as artillery. Will this allow my attack cities with damaged walls without building towers ect?

No, it's listed as artillery simply because an infantry unit carries it.

It's one of the most unuseful items ever, slows down your army for a little morale bonus.
