I mean........is there a way to change the files or make a mod that allows crossbow's to shoot fire arrows???

I'd ask this (or search) in the modding sections. I'm sure this would require the moving/adding of some graphic animations for the flaming arrows, and unless you're good at that stuff that means using arrows instead of bolts, which opens up a whole can of worms. Probably can be done (again ask in the modding section) but I'm betting the results wouldn't be worth the trouble.

Technically there are effects in the files for flaming crossbow bolts, but the ability to fire flaming ammunition is not explicitly declared in the units file, so I'd guess it's coded somewhere in the engine that units with the crossbow attribute cannot fire flaming ammunition... You could always turn off the crossbow attribute and see what happens, but it might have other effects (And my guess could always be wrong).
