I've conquered Taras andf Rhegion and a few other cities, and built the various governments. But I can't build my own factional MIC. Further more, the government buildings in all of my conquered provinces are being 100 percent damaged each turn, no matter how many times I repair them. My Romani campaign is being screwed over by this. Any help?

For some reason if you start one faction's campaign, then exit it, and reload another faction (a different one) campaign, then your cities' govts will get damanged. Totally exit the game before loading up a campaign with a different faction. We have no idea why it does this - just that it does. It's like the script from your first campaign is still in effect for some reason, and it's damaging any other cities you have that you didn't have before or something.

On the MICs: that is intensional. You can only recruit Roman units from your starting cities so there would be nothing to recruit even if you could build the MICs.

As Romani, I don't seem to be able to recruit any troops at all in Lilibeo or Sardinia (can't remember city name, maybe Karlai?). I've build my government and the auxilary MICs, but no go. Can I not recruit in 'semetic' areas?
No troubles in Messena.

There are general recruitment issues with 0.8 - these are known and we hope to have things worked out by 0.82.

Nice try. ~:) Some glaring recruitment issues may have been altered for 0.81, but we didn't have enough time to do the kind of comprehensive review we need to do. Don't expect huge recruitment improvement in 0.81, which is primarily a graphics and CTD bugfix. (You can expect it, but you will be sorely disappointed.)
As for timing - when it's done. We're currently testing. Check back here every day or two and you should be fine. Remember that it's going to be incompatible with existing savegames.
