I have not done any direct studies, but I have the feeling that archers that are ineffective vs armoured units often do more damage when igniting fire. Has anyone else experienced this?

I've found this true.
This is specially useful when fighting armoured cavalry as these are bigger targets and thus easier to hit.
I remember from RTW that two hits from flame arrows would down a guy regardless of armour. This seems to be true for M2TW as well. Flame arrows is thus quite useful for peasant archers and the like while shooting at armoured units.

Flaming arrows are stronger but less accurate and archers using fire have a slower reload speed. If a normal arrow will kill your enemy, use normal. If not, use fire. In an archers V archer shootout in RTW, normal arrows was always better because it was fast reload and it killed as much as fire arrows.
(Fire arrows also lower morale. Running round the back of your engaged enemy and using fire on them will rout them within 2-3 volleys.)
Fire arrows can:
- Improve the armour piercing chances for most archers (I have not tested those archers which have armour piercing per se though, e.g. Longbowmen).
- Decrease the accuracy during DAYTIME BATTLES
- Increase the accuracy during NIGHT BATTLES (to be sure about this, if archers start a battle with flaming arrows on, it means it improves their accuracy).
- Increase reloading time
- Have a negative impact on the attacked unit morale (if you kill one single soldier, then the morale of the entire unit is affected).

I have found that flaming arrows should be used en mass. If you only have one or two archers, go for regular. You need the accuracy. If you got a good line of them, light up the sky.:2cents:
