I am not sure whether this is a bug or something you cannot fix but whenever I gain a city through starving out the defenders there existing government building is not damaged.

The same happens if an enemy army attacks my siege army and I defeat both enemy armies (the relief army and the one inside the settlement). Again I get the settlement the next turn (i.e. as soon as I get control back) but the government building is once again intact.

I know this is not a magor gamebreaking issue but if it is something that could be fixed that would be nice.

Yeah, I've wondered it too but thought it probably beyond the scripters' abilities or rather the code's ability to be manipulated by the scripters, or however you want to phrase it. It would be nice, but it might be too difficult to pull off.

I noticed this too.

Another government building "error" I noticed was that if you give a territory to an ally, they won't get a government placed for them.

Yeah, scripts can detect when you conquer a province, but not when some other rarer events occur that are similar but not exactly like it.

Is it undoable? Because I like helping out my allies and/or giving away territories that I don't want.

EDIT: I've tried "create_building <settlement> gov1" but I guess that only works through scripts.

This is something we'll look into for 0.82. Right now we have ideas, but we need to test.
