FAQ says: Either hold 2 of these cities (Segesta, Mediolanum, Patavium, Bononia) AND 2 of these (Lilibeo, Messana, Syracuse)...
I'm holding Segesta, Bononia, Lilibeo, Messana and Syracuse so far, two turns after the last conquest have passed, nothing happens. It's EB 0.8. Have these conditions been changed? Or maybe I have to build something to launch the reform? (Or maybe all owned cities have to have goverment building built? - Bononian one is still under construction). Thanks in advance.

Strange, probably is the government thing.

You need to wait until at least 240BC (IIRC) as well. This was mentioned somewhere in the forum but hasn't been added to the FAQ yet.
Not sure why its not in the FAQ, but the exact date is 242. I've heard it taking a bit longer after that to happen, but I've also heard its instanteous so...:dizzy2:

Empedocles, did you already have Polybian reform? I've hit 242 (summer), but still nothing happens. Could someone from EB developers team clarify this?

I think I got the reforms in 241. The time seems to be 240BC give or take five years (plus the territories of course).
