some people give their allies gold every turn to bolster their relationships and everyonce in awhile they return the favor

that is ridiculous! I've never even had my AI alliesgive me some money, never mind a neutral faction dropping 54 Grand as a token of good faith and a present! Did you give them money or military aid or something? :dizzy2:

I usually end up doing that to other factions once I get half a dozen mines running. Just for kicks, fun pumping some random faction full of money and watching them take off.

Maybe they're getting corruption traits and need to empty their treasury. It might be a feature, but EB is the first mod to actually give the AI enough money to trigger it.

Well, I've seen the AI offering me money when it feared to dissapoint me otherwise. Such as: me asking for map info in exchange for map info > they replying with please accept this little gift as a sign of good will. Usually factions that responded this way were both weak and small. Poverty quite often enhanced this attitude.

So it might all very well be explained by:
You being a (regional) military colossus, they being occupied elsewhere, they being weak, and they bordering your realm.
