Yes your image worked.
No expert on technical stuff like this, but always wortha complete re-install of the program always worked for me when i've had problems like this in the past.
Maybe other people know less drastic measures

Elaborating on what sapi said:

The latest patch for R:TW is 1.5. To find out what patch you have on your R:TW main menu click on options. In the top right hand corner you will find a number.

If it is not 1.5 and is instead 1.0 or 1.2 then

Download patch 1.3 (http://www.sega.com/support/pcdownloads/rometotalwar_patch/English/rome_totalwar_patch_1-3.zip)
Download patch 1.5 (http://www.sega.com/support/pcdownloads/rometotalwar_patch/v1.5/English/rome_total_war_patch_1-5.zip)If it is 1.3 then:
