How to diliberately create a natural disaster? (can't build watchtower/fort bug)

There only seems to be two or so threads on the can't build watchtower/forts bug, and people have mentioned it may clear up when another natural disaster event occurs (because it may be the result of a natural disaster event being stuck on)


Is there a way to deliberately create a natural disaster event either through the console or in the game files?

Or is there any workaround for this bug?
