The judgement, a new game

Just a random game i was thinking to do:

A crime happens.

The police thinks they have at the criminal(he or she can be or not.)

The Juror, integrated by orgahs, will say if the person is guilty of innocent.

Basically, those are the rules, i know those are incomplete, but i need help to finish the rules.
