Question concerning academia

Could anyone tell me what exactly the academia line of buildings do? In the description it says "capable of upgrading gunpowder units" but after building universities in my settlements I have not noticed any changes.

I believe that gunpowder units trained in a city with a university-type building get an attack bonus.

I further believe that it's bugged, as it adds to the unit (and not the weapon)'s attack

Well, unless it says "+1 gunpowder" or some such, it doesn't seem to do anything from what I have seen.
