The year was 253 BC, and I had just taken Syracuse, when I got the message for the Marian Reforms. However, nothing else changed in game. The building wasn't there, and I couldn't recruit any Marian units. Odd.

That's the Vanilla Marian reforms message which has nothing to do with EB's reforms. It's known issue that is fixed in 0.81.
