This may take a bit of work, but open up export_descr_sounds_units_battle_events.txt and comment out all the files.

For instance,

notification Allied_Army_Leader_Killed 1
event
folder data/sounds/Voice/Human/Localized/Battle_Events
Arabic_Allied_Army_Leader_Killed_1.mp3
end

should be edited to

notification Allied_Army_Leader_Killed 1
event
folder data/sounds/Voice/Human/Localized/Battle_Events
;Arabic_Allied_Army_Leader_Killed_1.mp3
end

If you'd like to have no faction using this voice, just delete all the other faction entries and only keep one, and then put all of the cultures for this one so all of them would be using this one set.

Make sure you keep a copy of the original in case you messed up.
