I recently conquered the Corsican province in my Romani campaign and I have built the local troop recruitment building, and there doesnt seem to be any troops that can be recruited at all (besides mercenaries outside the city). I like to let my army crusade through an enemy's territory and recruit local troops that can be retrained in provinces I conquer. So my question is this: can troops not be recruited at all in Carthaginian cities that arent in Iberia? I guess it would make sense as their armies were historically comprised of mercenaries, Africans, and Iberians, but it is still annoying to have to ship garrisons of weak troops to new provinces, rather than recruiting expensive local mercenaries, which slows my army's progress.

Yea, Carthaganian cities is one of the holes Roman recruitment currently has (with exception of Carthaganian Iberia and Numidia).

To my knowledge, there are plans to expand our material in those areas.

Yes - just low on the list of priorities.
