I'm a pretty new user and I must say I am very impressed with this game. I loved Rome TW but this blows it out of the water.

Very surprised by the aggressive Rebels. In vanilla the Rebels never really roamed around and just stood around waiting for you to attack them. In my campaign as Romanii I actually had a Rebel army march into my land and lay seige to one my northern starting settlements. What is that all about?

Anyway, I'm very happy about this and I was wondering if you modders actually tweaked this. If so, very impressive.

as long as you play with map difficulty at VH... what you described is often the case.

I used to play vanilla on VH and I don't remember this happening. Is it unique to EB? I started playing EB on M to get used to it but this is my first campaign on VH.

It's very likely how the factions view each other, and their personality, like ceaser or stalin, napoleon's another setting.

In EB, rebels get tons of money so they replenish their guys you killed. In vanilla RTW, they had little to no money and once you destroyed the wanderers, you would never see any more.
