The original movie - in Russian so I don't really understand the commentary.

The commentary is just usual recruitment talk "for the defense of the Russian Federation following officers, commanders, generals...". As for the target, there's a good chance that the soldiers placed it up there themselves, that is assuming that the video is legit.
