When I as the Seleukids conqeered Ankyra and installed a type IV government, I found that the level 4 regional barrack gave access to Tindanotae, whereas taking the region as the Romani gave Galatikoi Kuarothoroi at that level, with no Tindanotae even at level 5. It seems strange to me, given that the description implies that Kuarothoroi are the most hellenised of galatians, that they are not available to a hellenic state. Is this a bug, or intentional?

Sounds like a bug

Could just be a question of the other buildings in the city..

Yep, because if you install type II and develop the town enough you'll be having acces to that Galatian Shock Infantry... ~;)

Strangely enough that worked. With Type II government Kuarothoroi becomes available at level 4 factional MIC. Still seems like an inconstitency though.

I think there is your answer. To the Romani these soldiers are "foreign" and require a regional MIC, but to Hellenic factions they are "factional" troops and thus require a factional MIC.

Hum this becomes very subtle. In my Averni campaign, I wonder for every surrounding region whether their troups are considered as "factional" or "foreign" (for Cis-Alpine Gauls, or Celtiberans for example). I wish EB team would release a speadsheet like we had for 0.74 detailing recruitment possibilities...

Factional ;) Cept the celtiberian units, of which there aren't any yet.

There will be a lot of changes in this area. We haven't really moved the non-factional (but clearly core units to a faction) out of the regular MIC's into the local ones. This will take place moreso in the build subsequent to 0.81.
