I would have to say Europa Barbarorum, the work they put in the units, especially the Celtic and Germanic ones, are astoundingly accurate.

Exactly what he said
Shogun: The units were the best balanced, for both the campaign and multiplayer. The RPS system works very well in that game, as there's really no unit that's over-powered or under-powered when compared to their cost. Every unit had a counter of some sort -- none of them were unstoppable.
EB all the way. So many factions and units that are all unique in design and idea. Although, I really like the LOTR b/c using trolls to smack around goblins is always fun!:2thumbsup:
Even though I cant get it, Ive seen screenies of Europa Barbarum and it looks awesome! :2thumbsup:

I don't do mods...
That's not what's being asked, though. The question is, in which game/major mod do you find the units to be the best?

I have only played Rome vanilla and Medieval I vanilla. So I vote for Rome...

As a whole..taking into account the number of different factions and the very attractive different units for each of those factions. It's very difficult to vote against EB in a poll like this.
