Is it possible to access the pictures within the game, the ones that you find on scrolls within the game? For example, on the Faction Summary Window there is a picture of your generals in a meeting and in the Financial there is a picture of gold etc. Is it possible to access these as I would like to use them without having to take screenshots within the game.

I think they are in .tga form.
This is only a guess, though...

On the same note, what can I use to view the tga's from my screen captures, or any tga's for that matter? I know this must have been asked a million times before, but I just can't find it...

I'm sorry, but I can't be much use in your question César Victor. Perhaps you should ask in the modding questions forum (https://forums.totalwar.org/vb/forumdisplay.php?f=73) - experienced modders who have changed these files often visit there.

Warmaster Horus - your screenies are stored in "C:\Program Files\The Creative Assembly\Rome - Total War\tgas" should you have Gold. If you don't have Gold then it will be stored in "C:\Program Files\Activision\Rome - Total War\tgas". Good luck and cheers!

For some reason that Print Screen thing no longer works for me. I only have two old screens I took in that folder and nothing new appears there. Hmm, weird.

The files you want are in the pack files located in data\packs. You can use Vercingetorix's xpak utility to unpack them to individual .tga files. This can use up a lot of disk space, so you might want to temporarily copy the pack you want to unpack to a separate folder and run Xpak from within there.

I think the particular ones you specified are in UI_1.pak.

I Would suggest you download a program called Xfire. Its simillar to MSN however its a gaming version (not made by windows), you can talk to friends you have met on MP and for many other games. There is also a good Screenshot feature which enables for you to take a screenshot and upload and post away the link is:
