ill make this quick and to the point:
Implement bigger population drops for recruiting units, so city populations can become depleted through excessive recruitment.
There is probably a hardcode in the way here, but maybe theres a way around it with clever scripting? Example: When you got recruit a unit of 80 spearmen, the game actually creates a 200 man group but the unit is 'switched' for a 80 man group before the user can use it.

Huge unit size takes chunks out of your pop. too
takes a huge chunk outta performance too! heh...I would love to run the game with huge units. I guess this is more of a problem for people with lower spec computers, but a miniMod task then rather than a full blown chance to everyone recruitment.

Ermm why would you want that? That how it used to be *city depleting their population* before they scripted it that ai cities get bonuses when they recruit. Because after about 40 turns, all of gaul, germania, dacia, the steppe, iberia, and not-coastal africa cities only had 400 people in them and the AI screwed itself over. It wasn't pretty.

And maybe these cities shouldn't spam small stacks and send them to random places on the map. Unfortunately that is the Ai for you.

Elthore, you are right in that such a thing is hard-coded. What you describe is not possible.
