I made a video a while back using the -movie_cam feature introduced in RTW 1.2. I think I used the RTR mod. However, I have recently read that you cannot use the 1.5 or 1.6 patch to make movies using the movie_cam feature. Is this true?

I have not yet reinstalled RTW, so that's why I'm asking.

That rumour about not being about to make movies with the 1.5/1.6 patch is a fallacy. Try it out and you'll agree.

Well I thought the same but you can't render videos with it which makes it practically useless. And I don't recommend using an ourside program to record it like FRAPS since that causes lag.

Try turning AA off before recording with Fraps. I know that for some games I find having AA on makes framerates unplayable during recording, when it's fine with AA off.
