Hi Globe,
I believe that you get your brand new legion recruitment set when you build an Imperial Palace in a city on the Italian peninsular (including Scilly). After it is constructed the wonderful Marius turns up and gives you the ability to train an uber-armed force of powered-up, almighty legions! Good luck and cheers!

If you have the latest patch installed then the Marian Reforms occur after you or one of the other Roman factions build an Imperial Palace in any city in Italy excluding Rome and including Sicily. Judging from your last post though it seems you have the 1.2 patch which means that the Reforms can't happen until after 220 BC.

Yes, Caius is right. Do you know which version you have? To check go into Options in the main menu and then in the top right hand corner there should be a number.

The earliest I ever had them occur was 255BC as the Scipii. I managed to enslave Carthage, Lilybaeum, Thapsus, that Sardinian settlement which I can't seem to recall the name of right now and a large Greek city. That quickly enabled me to gain an Imperial Palace in the only city ever to rival Rome itself in size, Syracuse!

BTW, I like my avatar too.

My cities seemed to fall short in comparison of Rome and those owned by the other Roman factions. Their's had everything- pantheon, urban barracks, foundry etc- whilst mine where had everything a step before. Meh.

I believe that it could have something to do with difficulty settings, the AI might get bonuses to growth to aid them beat you faster on harder levels. It could also be that you didn't have any governors in your settlements. Having governors gets your population from all Roman faction's enslavements. The same is true for other factions who get your slaves divided up between them. That means that if you didn't have any governors to pick up slaves then all of your enslavements were going to the other Roman families and the Senate.
