'fire at will' ai related

When i set artillery to 'fire at will' they will always choose enemy artillery units on target. I would like to change it so they will shoot infantry or cavalry first, where can i do it?

I don't think you can. I've been through most of the text and xml files relating to various game stuff, and haven't seen anything about the fire at will ability anywhere. My nose tells me it's almost certainly a feature implemented in the hard code.
