So long as it wasn't a small nation in Africa or Latin America, I'd be glad to rule it. There's a tendancy in those two regions to cycle through many leaders in relatively short periods.

I voted "servant in a large nation". That for the serious part: mankind's only hope is to finally consider all those speaking monkeys as a part of one nation, and this doesn't mean that one has to make the others behave like him.

And wishing oneself some sort of king or princess unfortunately doesn't help.

And in Paradise Lost, written by John Milton, the quote is from Satan's line: "'Tis better to reign in Hell than serve in Heaven." Which is actually a pretty powerful line because in Paradise Lost, Satan and his demons are just as tormented by Hell as any mortal.
