Hi Captain Pugwash,
I presume this means that the ancillary known as "Iucilius" has an 80% chance of being given given to a general/family member if he is in a settlement with an academy or higher, has 100% of his possible movement points still remaining for that turn and the turn has to be between turn 220 and 336 or in other words, with the vannila time set up, between the years 160BC and 112BC.
