Alright, here's the deal. A really weird thing seems to have happened in my latest campaign.

I'm playing as the Sweboz in this particular campaign, and am minding my own business conquering the independent cities of northern Europe when I notice that a Casse force has landed right near one of my recently conquered settlements! It was really jarring to see that, as I don't believe they generally try to leave Britain until they've conquered it. Taking off fog of war revealed that they still only had their starting settlement, so upon closer inspection I notice that they're not even at war with the Eleutheroi! I'm not sure if this is a bug or what, but it's true. The pirates of the north sea don't bother their navy, and the Casse just leave the rebels on Britannia alone.

Now I don't like to be threatened (I saw them basically sitting around my city, waiting for my troops to leave), so I attacked first. I kicked their butts and killed off two of their generals, but now they're sending another stack from Britain with two more generals against me. I don't know what to do, since I don't seem to be able to build ships yet for some reason.

I feel like I need to take the fight to them and attempt to conquer their settlement so that I don't have to worry about constantly being invaded, so I'd either A) appreciate some help trying to figure out what's going on with them not fighting the Eleutheroi, or B) appreciate some help on figuring out how to build a functioning navy so as to invade them.

A- They start without war with the rebels to represent something along the lines of a good standing with britain tribes, IIRC.

B- To build fleets conquer Scandanavia or that island off the Swedish coast.

Though that is awesome that they are expanding with navies. Are you playing with BI?

Yeah, BI is the name of the game.

I just was kind of shocked to see that, since no one else is friendly with the rebels. Thanks for the advice.

Little update: the Casse have been totally beaten back (killed four of their generals, don't really see how they can expand now, all they've got left is Barae), and it seems that now they're at war with the Eleutheroi, so the pirates have pretty much done my job for me.

Yippee.
