What are the hit points of "base-level" generals (family members)?
What are the hit points of captain-generals (captains)?
What are the hit points of squad leaders (centurions, flag/standard bearers)?
(base level as in no traits to increase/decrease HP)

would the intelligent EB designers who supposedly intelligently designed this game know the HP values?

No, because we didn't design the engine. We don't even know that they have multiple HP, though they almost certainly do.

"Named" characters - family members etc. - obviously have or can have more than one HP, since they've had HP-affecting traits around from the start in vanilla. But of the rest ? Nobody knows and CA never bothered to tell, far as I know. You could try searching through the "RTW Modification" and "Ludus Magna" forums if someone had happened to look into the matter.

In the span of 29 minutes since your first post?
They clearly must have several hitpoints because the enemy general is quite often the sole survivor in his unit.
I recently sallied from Athens against the Maks. I climbed the big hill and started raining down sling stones on their Phalanx.
The Mak General took exception to this and charged up the hill to take on 2 traditional hoplite and 2 slinger units head on.
After about 5 minutes later the Mak General was on his own, completely surrounded by about 350 angry Greeks.
Got you - you ***** (I thought.)
He must have heard because he then routed. It was the most civilised rout I have ever seen - he picked his way daintily out of my mob of 350 like someone trying not to step on picnic-ers and just cantered off into the sunset.
I caught up with him 6 months later in Chalcis where he had a whole new 75 man bodyguard (grrrrrr).

Hi and welcome Intranetusa,
I always thought that generals had as many hitpoints as their bodyguard unit, which was, in vannila, usually two. I'm not sure about standard bearers yet I am quite sure that they only have one as they die just as fast as the other men in the unit in. Yet, sadly, I could be wrong, to be sure you may have to wait for an answer from the great CA. Good luck, cheers!

Does anyone here know how to play as a foot-soldier general? I've seen many factions have non-cavalry family faction generals...

Use him like an elite infantry unit and put him on the flank or stick him behind the main line to encourage and act like a reserve.

^ No, I mean like how do you get a foot soldier faction member general...?
All my faction members are cavalry.

You can mod it yourself to give any faction any unit as their bodyguard if you want. Follow these instructions here to do it, just replace the Epilektoi Hoplitai parth with the current bodyguard of whatever faction your doing this with, and the Spartiates Hoplitai part with whatever unit you want to have the new bodyguard be.

Nope. The Saba generals are still heavy infantry. And hopefully they'll stay that way in future builds too.
