No, only in rebel form though.
No, unfortunately RTW does not have this feature, though it can be emulated. If you had a group of "homelands" away from the main campaign, that could never be conquered, one for each of the factions, then a faction could never be destroyed and so when one of its provinces on a map rebelled they could emerge once more.

I`ve thought that before, something like a Bartix island off the coast of Arabia...
But to do so you would have to use 20 province slots, and that`s a LOT.

How about Bartix as a really powerful Baktrian rebel general?
Go Bartix!

Maybe it could be done for some handpicked factions.
we are at the limit of provinces, 199, so it certainly won't happen in EB. MTW2 seems to reduce the number of provinces we can have, so its even less likely to happen in EB2.

Sadly, that is true, MII:TW allows only 198 regions (compared to 199 for R:TW), probably will mean the removal of the sahara province, and only two sea regions (which will mean a sorry farewell to the lakes South of Carthage unless you can somehow connect them to the sea network.) Unless future patches open up further mod potential, MII:TW's moddability seems to have been somewhat exaggerated by The Creative Assembly.
