Is this the old Marian Reforms redone under a different name for different factions? I'd never seen this before and now it makes me almost eager enough to play an eastern faction. If so, which reforms for which factions does this affect?
The year was 236 BC and not only did that pop up, but the Ptolies and AS are ALLIED! I pity the poor Sabaens.

Indeed it is - the old vanilla Marian Reform, not the new EB version. It enables Seleukid Cats, Liburnes, a Makedonian response to the Roman maniple and lastly the Saka Indo-Greeks. In most cases this is just temporary until we can activate their true reforms.

Why can the Baktrians get Cataphracts at the start, but not the Seleucids?

Actually this ties into a potentially spoiler-ish issue involving the Cataphract Reform. That might be a good question for the FAQ.

of course they do, then they stand outside ptolemaic cities and threaten the cats with violence unless the city surrenders. Apparently it was quite an effective tactic, and we've tried to simulate that in EB.

Does the reform come into affect when rome builds a large palace (huge city)?

It happens when any province with the italy hr gets a huge palace, but I can't remember if we put the italy hrs elsewhere. They are in Rome then it is when Rome gets a palace, but if it elsewhere than that province gets it.
