If a general/family member has good governing traits, are they only effective if he is inside of a city? a territory? This question comes up because I think a king's authority and dread etc. is nationwide right? Kinda like reputation.

The general/family member has to be acting as a govenor inside a city.

BTW, only the king's authority is nationwide. What it does is keep your forces from rebelling. Dread and any other bonuses or penalties applies only to the settlement where he is governor, like others.

Thanks guys. Kinda what I was thinking. Just needed clarification. Looks like I will be leaving my cities without governors. They pick up too many bad traits in the cities.

A good point.

But valuble espionage is still a good thing (I love my agents running around doing their thing) so be sure to centralise their development into key regions and keep the key characters out of those regions.

Yeah, I always produce my spies at small settlements not making any money, and doesn't need a governor... Like Breslau.
