Here's an awesome post by Kull at the TWC in response to someone asking how to make the pirate fleets weaker, as they can be quite a chore in the current game. This'll probably allow the AI to survive a bit better at sea, as well as yourself. Of course you don't have to make them completely weak as hell, but you can figure out your preference by checking out how to do it in any case.

Woopsy. Looks like you can't put certain values in for those variables. I had 4 for one of them, and it gave me an error on startup. Actually, I think it's the one for generic sea ship warriors in the example Kull. Are you sure the numbers you put work?

Tried a few more numbers. Seems like you have to have at least 10 for the "soldier" line. Might be less, but any I tried under 6 didn't work so I assumed 10 might be minimum. With that it works now.

I absolutely agree with making them weaker in order to cross the channel to reinforce my troops in Gaul in my Casse campaign i have to play a game of cat&mouse and say some prayers for my fleets to be able to pick up the men and cross the Channel without being attacked by fleets of half stack pirate fleets, who seem to come charging as soon as the boat is built, I guess the AI "sees" everything with fog of war off right?
Maybe not make them powerless but smaller and more rare perhaps?

I agree they need to be toned down. Does it not say in their description of pirate fleets that "these ships, though numerous, cannot stand before a true navy." I don't think they should be weakend, but rather lower the spawn rate.:yes:

By following the link above, you can weaken them as you wish. To lower their spawn rate go to YourInstallFolder\EB\Data\world\maps\campaign\imperial_campaign and open up the descr_strat file. Change the brigand_spawn_value and pirate_spawn_value to a higher number. To be sure you'll never see rebels spawn again, make it something like 99999 or whatever.
