No Rebels??

Well today I felt like starting a brandnew HRE campaign and when i went over to grab hamburg and seiged it, but for some reason i did not need to fight so basicly I just went in adn took it. I thought okay thats fine, then i went to Prague same thing, then I relized the rebel settlements had 0 troops therefore i could just walk in and take it. Maybe I messed something up while I was messing around in the folders? Any help or opinions will be kindly appreciated,

Sorry i dont have any idea of what to do but if i were you i would keep it that way.It will be really good just walking in a taking that rebel settlement, and if theres no troops in there then there probally wouldn't be rebel armies poping up every where.But if u dont want it like that i hope you get it fixed.
