If I knew more about BI, I would try this myself, but I don't.
I was wondering if it was possible to create 'client kings' for type 4 governments to add flavor to the game using the general function for certain BI factions. The 'client kings' would spawn when a type 4 government is built and would have zero movement. They'd have mostly all the regular traits and a trait determining their disposition to the empire that would be tied to taxation and garrison size. If the provence changes government type to a higher type, he might lead a revolt if he wasn't friendly to start with or disappear if he was.
