Sulek - I cant recruit any troops here???`

AS the title says I cant recruit any troops in Sulek. I am playing as the bactrians. I have experimented with either type III or type IV goverment buildings.
I can build barracks but they dont provide me with any troop options??

I am playing with the most up to date 0.81 with hotfix build.

This would be less of a problem if i could get the create_unit cheat to work with EB - i dont seem to be able to, it always says cant find unit - if anyone could give me the exact thing to type for any bactrian unit i would be most grateful. ( has this cheat been removed or is it something to to with the long spellings in EB)

Sulek has typically nearly zero recruitment. Mainly, as I understand it, because the units that can be trained there are from a nomadic origin, or from peoples subjugated by the nomads (such as the Khotan spearmen). The only factions, therefore, that would allow some form of basic recruitment are slave and saka, perhaps some other nomadic faction. In any case you could try to hire mercs.

Similar things occur when you try to conquer the Arabian peninsula: in the middle of the desert only desert people can levy some units. This effectively limits recruitment to slave and saba factions there. (Though you can hire merc heavy infantry.)
