EB Eleutheroi = Rebels??

I just started a EB campaign with the romans took tarente maked peace with epirus.Than I wanted make peace with Eleutheroi only to find out that I COULND'T!! Are they like rebels from vanilla:help: ??:help:

Yes, they work in the same way as Rebels in RTW, but tend to be more powerful since they represent strong independent states that couldn't be included as full factions.
