problem with the polybian reforms

i'm not sure if this question has been answered yet, but i couldn't find it the answer whilst browsing the forum, so i'm just going to go ahead and ask:

i got the latest version of the mod a few day ago (greatly enjoying it, by the way.... i mean... wow!) and been playing through a game as the romans. some problems came up when the game switched over the the polybian reforms era -

first - i didn't recieve a message when this happened. not sure if this was unusual, but while playing vanilla RTW i always got a message when it switched over the the marian era.

second - i am able to recruit polybian units only in two of my provinces. i think this is due to the fact that all of my other italian provinces (excepting the two i can recruit the new units in) have not only the 'polybian reforms' icon in the city tab, but also have the 'camilian reforms' icon there as well.

my question: is this a known problem (and if so, is there a fix for it?), or did my game just glitch out?

There is no message for reforms. There are problems with messages...

You have to upgrade your MIC (barracks) before you can make Polybian units. It sounds like you upgraded a couple but the rest still have the Camilian MICs in place, thus you can't build new units there.
