confused about carthage

I want to start a new campaign as carthage, but I am a little confused over the units that are availible to them. On the EB website it mentions that some units are (early) while others are (late), however, I cannot find any information on them having any reforms. Is this a typo, something new with
.81, or something that is going to implimated in the next build?

The late ones just need a higher MIC upgrade, you don't need to wait for a reform.

Numidian ones. Ippone in particular. Level 3 factional barracks if I remember correctly.:balloon2:

1) IIRC the appearance of late, mail-armoured units is linked to the vanilla Marian reform.
2) African elephants can be recruited west of Carthage and north of the sahara (forest elephants only) and also south of Egypt (both bush and forest elephants).

In the future. Reforms for Carthage are not in the current build.
