The AI in my game have not thrown a single pilla during the battles. I'm using BI.exe .81a. I know this is NOT a hardcoded problem because in my v1.5 RTW vanilla, the enemies did throw their pillas before charging.
Is this cuz of the BI's v1.6 error?
I doubt it. Did you install a formation mod? These sometimes affect the fire-at-will setting.

My enemies throw their precursor weapons... Don't know what could be special in your case.
I use BI also, and I regularly see Celtic units use their precursor weapons. Perhaps it's just a fluke.
I see them do it all the time, they even (contrary to what should be possible) also fire them during melee. I hate that about RTW. If you draw a javelin in preparation to throw it whilst in melee I imagine that you would be cut down quicker than you could say "That was a damn stupid idea!".

We can't script this not to happen, so it certainly isn't that. I can't think of a reason why the units would not use the pila before charging unless there was a problem in the edu. Check that file and check the primary weapon for a unit that should be throwing javelins. It should be a ranged weapon. If its not that then I would suggest that its an Ai oddity and nothing more.
