Here I go in my poor english ....


a treshold basicly just means there is a "minimum level", so in the case of your example I take it that the general needs like 18 command-points in order to get to the last command-trait ..

Threshold defines the accumulated* number of points in the trait you need to acquire the trait, (*after subtracting the points for the antitrait). Making it lower will make acquisition of the trait easier.
