Some characters have a zone of control and some don't, so that implies that ZOC is moddable.

I've been experimenting with vastly increased action points for characters to give more realistic stategic movement for the 3-month turns. I think that if I can also make the ZOC for field armies wider, I'll have something resembling the aerial map strategic game I'm looking for: armies that can travel great distances, but that have to stop and engage the enemy if they're contesting the line of advance.

I don't think so, sadly.

It's fine for the players, but the problems start when you take AI into account. It doesn't look for defendable passes or attempt to block armies and would be entirely incapable of using the system.

We also can't mod ZOC as far as I know.
