I'm playing as the Moors and trying to take over Portugal without invading it. I'm sending in spies and imams but the city doesn't rebel. I heard if you send enough, the city will rebel and you can go take it over without a war with the country. It'll revolt and public order will decrease but after a couple of turns, it will stabilize. Any hints or tips? Thanks.

My steps:
Train 6 Imams.
Keep 6 Imams in high Islam province till they get a monk each.
Meanwhile train 12 Assassins and as many spies as you can.
Move Imams to target location.
Train spies on high chance targets.
Once province hits 75% Islam...
Move your trained spies around target, maybe ONE inside.
Do not end the trun inside the province with the reconnaisance spy.
Destroy all the law and happiniess buildings using your trained assassins, in the same turn
Move ALL spies inside the building in the same turn.
You can do it with less, but this is a guaranteed rebellion, ceteris paribus.
Note: Capitols seem harder to manipulate.

Doesn't always work especially on VH (or so I think).
Example, I had captured Alexandria and trained a lot of bishops eventually to convert Cairo, a huge city with a garrison of 2 saracen militia and a few archer militia.
I converted the region to 98% catholicism, had infiltrated with several mid skill spies and destroyed some stuff with assassins. Yet while the PO would initially drop to 25%, the next turn it would be above 100% even though the AI moved out half its garrison and didn't have a race track.
Maybe the AI can prevents its cities from rebelling on VH? wouldn't know.

The AI cheats about public order within its settlements by boosting it up; it's harder to get a rebellion.
