I haven't used much of the diplomacy but I'm playing on medium so it hasn't been that important. I used it originally to get trade rights and sometimes I can trade map info. What I don't understand is that I can't make gifts to any faction. If I try to offer money or regular tribute or even just map information asking nothing in return, the other faction always rejects it. Why is this? And how are others able to do this to build up alliances? I did manage to get an ally for awhile and even the ally wouldn't accept these free gifts. I plan to start another campaign now as I used this one to figure out what I was doing and I'm curious how to make this work correctly.

Hi veritas, I had the same problem until someone kindly pointed out that there is a little button (showing a gift-wrapped present) just to the left of the larger "Make Offer" button. This is what you use to make a gift.
The distinction is quite a good one - if you offer to hand over a certain amount of cash or a province as a gift, the AI will gratefully accept; if you offer the same but don't make it a gift, the AI will assume you expect something in return - and will be rightfully suspicious.
You should find diplomacy working much better for you in the future!

Oh, I have had my proper gifts refused, too.
I guess some nations (rightfully) assume I have some hidden agenda, and despise me enough not to accept my handovers.

Actually, I've had gifts refused while simultaneously having my relations improve. It's not always a bad thing. Sometimes just offering them a gift improves your relations even if they refuse it because they are grateful that you offered it.

That is correct. The AI is automatically suspicious of generous gifts, and will reject them if relationships are low enough.

If you are at war, a faction will not accept small gifts, only huge ones.
Otherwise a faction will generally accept gifts unless you had them pay you florins during the same turn or they are paying you regular tribute and your gift is a tribute.
That is odd. Playing on Medium campaign difficulty myself and the AI almost never refuses my gifts. Even when I have a reputation of despicable or deceitful. You would think with my reputation of deceitful the AI would think I laced my maps with poison and the bag of florins is really a bag of bomb.

The AI has refused gifts from me e.g 10,000 FL on Medium. Hence now I'm opting for money scripts. Really proud AI !

Thanks for all the responses. I can't offer much insight on why I'm being refused because I had not noticed the "gift" button, so I, in fact, have never even offered a gift! I'll see if I can get the Pope back on my side now...
