Spawning Rebels

The "descr_rebel_factions" file contains notation lines as below:

rebel_type Suebi //Germans
category peasant_revolt
chance 3
description Suebi

I'm interested in the chance line. Anyone know what this number refers to?

this is just a guess:

Most likely to the "chance" that a rebel stack of that rebel faction can appear in that province. If you increase it potentially the AI will spawn more rebels of that rebel faction (ie Suebi) and if you decrease it less.
