How can I control Mongol Spawn?

I want the Mongols and Timurids to spawn at Baghdad so I can face them at Jerusalem. I've already modded the game to make them spawn around turn 15 and 20 respectively, but I can't figure out how to guarantee that they spawn at Baghdad.

Any help?
