Macedon Pheraspidai - 4 MIC required
Baktria & AS Pheraspidai - 5 MIC required

Is it a bug or it was made intentionally?

Seems to me it was intentional, and rightly so. AS and Baktria 'inherited' parts of the pheraspidai corps from Makedonia, the originator, so it's only right Makedonia can build them more easily than the others.
