I'm playing as Rome and i've conquered all of Spain and southern Greece and am about to finish off Carthage in northern Africa, but it's only 197BC and i don't want to just sit and do nothing but click end turn for the next 360 turns just while i wait for the marian reforms to come... I want to conquer Gaul and Germania right now damnit.

How do i make them happen?

90 provinces roughly is the almost all of Europe, with borders at Selun-Pils, Gelonus and Olbia - this includes Britain.

My guess is he has about 45 territories.
