Here is an idea for a system of dealing with Peasant Levies and Militias which I think would make alot of sense:

You pay a certain amount to equip and train a local Militia. This Militia would be, of course, attached to its home province. As long as it stays there, no upkeep at all is required. If the province is invaded, they would appear on the battlefield to defend, and all casualties up to a certain percentage of total strength (say.. 25%) would be automatically replenished after the battle.

If you wish to use them in a province other than their home province, you have to start paying and feeding them. You could even have an option of how well you want to pay them-- the better you pay them the longer it will be before they get homesick and start to mutiny.

You would have to pay to replenish any casualties suffered in a different province, and could only do so once the unit is back home.

When defending its home, a Militia unit would get a +1 honor bonus.

If Militia fight to defend their province and the province is lost, they will disband regardless of how many survived the battle.

If a Militia unit is away from home at the time of the loss of its province, it will stay with your army indefinitely. If you recapture the province, they will go back on the roster for that province.

There would also be a limit on how many units of Militia one province could support, and also on how many units of Militia a province could send away from home. This could be based on farming income.

For instance, let's say you have a province called Swaziland. Swaziland will be able to support up to 10 units of militia, and will be able to send up to 4 units away from home.

A less prosperous province might only be able to support 4 units, and send 1 or 2 of them away.

And as was hinted earlier, whenever you take them away from home, there would be a certain chance (which could perhaps be mitigated by paying them better) that they will get homesick and just leave. This would be represented as a certain loss of men per turn (similar to a siege) when they are in that state of mind, and the entire unit mutinying and marching off in extreme circumstances.

i think its a good idea except that at all times away from the home province there should be an element of desertion
